Ian, the lens can't be cleaned because it is sun damaged from allowing people to control it. Some people were deliberately pointing it at the sun. No donations = no replacement.

Welcome to Barking WebCam. This cam is located in one of the tower blocks on the Gascoigne estate in the London Borough of Barking & Dagenham and looks westerly over east London. Keep your eyes open for urban foxes at night, the occasional drunken brawl and the mystery creature I spotted a while back.
DEMOLITION UPDATE: (July 2015) The demolition of the Gascoigne Estate is now in full swing and decanting of residents in my block has begun. If I remain in Barking, then I will continue running Barking WebCam in a new location. If I move to another part of the borough, I'll start a new cam page, but only if the cam is not facing the sun, due to sun damage of the current camera.
I expect to relocate either in Barking
